 In 1999, two Detectives and SWAT team partners from a
California Sheriff's Department began exploring various methods and techniques
to mitigate the effects of drugs in our society. One partner was assigned to
the Narcotics Enforcement Team, and was responsible for the investigation of
narcotic related activities such as sales, distribution, transportation, and
manufacture of drugs. The other partner was assigned to the crimes against
persons unit. He had been a field training officer and was certified to teach
law enforcement officers Drug Abuse Recognition techniques. Through the course
of these duties they were both confronted with the problems that many parents
and employers had with detecting drug use in the home or at the
workplace.
 Their vast experience in the field of law enforcement
and the effects of drug use allowed them to create another partnership outside
of the Sheriff's Department. In August 1999, they formed KBEAR Enterprises,
LLC. KBEAR was formed to sell and distribute a new product that had been
developed, on-site urine drug testing. These tests allowed parents and
employers to test for the presence of drugs in the urine with an instant test,
much like the home pregnancy test devices that had been available for several
years.
KBEAR's vision and business plan has been modified over the past
eight years, however the primary purpose and goal of helping others detect and
reduce drug use remains the same. KBEAR has evolved over the years which
included the formation of DTS Screening Services, a dba of KBEAR Enterprises,
LLC. DTS is a full service Third Party Administrator which provides lab based
and on-site drug and alcohol testing, Department of Transportation mandated
drug testing and management programs, training and consultation, policy
development, expert testimony, and most recently background and employment
screening.
